Industry: New packaging rules introduce phased duties for suppliers
In short
Switzerland’s new packaging ordinance takes effect on 1 January 2027 and covers packaging materials generally, beyond beverage packaging. Disposal fees extend to glass food and cosmetics packaging in 2028. Packaging requirements follow in 2030, with subsidiary take-back and manufacturer reporting duties starting in 2031.
What it means for suppliers
- Include advance disposal fees in cost planning for glass food and cosmetics packaging from 2028.
- Review packaging designs for 2030: minimise volume and weight, enable recycling, maximise recycled content and exclude substances of very high concern, where technically feasible and economically viable.
- Prepare take-back and material recycling arrangements for single-use plastic packaging and beverage cartons from 2031, either directly or through an industry organisation.
- Manufacturers should prepare to report packaging quantities by material from 2031. Reporting and subsidiary take-back apply only when both CHF 1 million in turnover and 500 kg of packaging placed on the market are exceeded in two consecutive financial years.
